RCS-9000 Substation Automation System Application RCS-9000 is a new generation 35 kV- 500 kV substation automation system equipped with protection, control, supervising, measuring and other automation functions as a whole. Features
- Bay level: Series of bay units are designed as distributed parts of the system installed in bays of substation. These units could operate with long-term stability in severe environment of high temperature, high humidity and high electromagnetic disturbance. - Communication level: The system utilizes standard communication protocol and could communicate with equipment developed by other manufacturers. Duplicated networks are usually used for high reliability of communication. - Station level: This level is mainly the central controller of the system located in control center of the substation. It could send message of different protocol to two or more dispatching centers or controlled stations simultaneously. It provides series of functions to satisfy various requirements of automation with user friendly interface.
The bay units are designed per object with integrated protection, supervising and other functions. It could be installed in the switch cabinet and communicate with central part by communication cable of optic fiber cable. Lots of cables for signal, measuring, control, protection and other functions from bays to control center could be not needed then. Reliability of the system could be raised while cost could be reduced.
RCS bus with protocol IEC 60870-5-103 is used for internal connections. It is a kind of open and real time bus for protection, supervising and other information with high reliability. It is compatible to products of other manufacturers with same protocol.
Duplicated independent networks are usually provided for all equipments. Both networks could be used for communication simultaneously for high reliability. They could also be used as communication and event record networks separately.
Time synchronization network based on GPS is utilized. Internal time of all units could be synchronized through this network. Only one pair of contacts is needed for GPS apparatus.
The supervisory system is designed as an open, modular, reliable and secure system based on Windows NT. Various functions of supervisory are performed by different configurations. Full information and relevant oscillograms for protection are available. Units and functions Fig. 1, Fig. 2 and Fig. 3 show typical structure of RCS-9000 system for 110 kV/35 kV substation (single network), 110 kV substation (duplicated networks) and 500 kV/220 kV substation (duplicated networks) separately. 1 RCS-9698 Central controller The central controller connects with RCS-9000 series bay units, LFP or other type protection equipments, meters, DC panels, synchronizing and other systems, collects protection, telecontrol or other relevant data from them. It could communicate with two or more remote dispatching centers, local supervising systems or master processor with different protocols. It receives commands from the dispatching center or supervising system and transmits the commands to related units via various kinds of standard ports. It could receive time signal from GPS system, send second pulse time marking signal to all units and synchronize them. Accuracy of event sequence record could be thus ensured. When duplicated central controllers are used, no switch over device is needed. - Telemetering: Summation of power consumption, power frequency, temperature of main transformer, bus voltage, line current, etc; - Telesignal: Positions of circuit-breakers, isolators, tap of transformers, states of relevant equipments, signals or alarms of gas, pressure, etc.;
- Setting and monitoring of limits and alarm: Setting of limits, alarm class, alarm modes (sounds, voice, etc.), blocking and clearance of alarms. - Monitoring and processing of telesignal Statistic and alarms of changes-of-state, etc. - Statistic of operation data Statistic of energy transfer per day and per hour, daily and monthly operation report, statistic of maximum and minimum value, load rate, qualified voltage rate, etc.

Displaying and revising of protection setting, monitoring of state of protection equipment, displaying of operation and self-diagnostic information of protection equipment, event record, record of oscillograms in fault condition.
Protocol of IEC 60870-5-103 is used for communication within the substation.
Creation and printing of switching program list, previewing of operation of the program.
3 RCS-9656 Voltage and reactive power controller RCS-9656 controls voltage and reactive power of transformer by changing its taps and switching capcitor bank. It is used for voltage 110 kV or lower substations, up to three transformers could be controlled. INTEL 80C296 is employed as its CPU. It controls bay unit RCS-9603 through central controller RCS-9698. 4 Supervisory and control units These units are used for voltage 110 kV or less substations. They could be installed in the switch cabinet or other cabinet of bays.
